  71. I did volunteer in 2000. I visited several polling places in South, Southwest and Center City. I observed….nothing strange going on. People signed the book and voted. I did not follow them to see if they voted in more than one place. This was 20 years before mail in ballots and drop boxes. Dems won Philadelphia by having a 7-1 registration advantage. Actually 9-1 since the Independents almost always voted for the Dems.
