The Lancaster-York-Harrisburg (South central PA) is the third largest population center in PA so it makes sense to run ads, it is red but not deep red.
Just saw another one. Ends with “Kamala Harris is a dangerous San Francisco liberal”.

The Casey ad is a joke. “Voted for tough border laws” means he voted for the failed “bi partisan bill” once, while for years prior he opposed any legislation to control the border.
But maybe low info voters believe it.
