There was no “contract dispute”, the government merely decided not to pay for WORK ALREADY DONE.
The government, as it should, PAID for the work already done.

I never disputed the right of the government to suspend/end work not completed or only contracted.
But there is no “contract dispute” when you have a blanket order that you won’t pay for any work already completed.
By paying all the grant for the first time period, the government complied with contract law, as it should.

The gubment will incur a penalty for delaying work on a contract and not paying. However, this is not the case across the board. Gubment May delay/ not pay for shoddy work, fraud, etc.
These cases are called contract disputes and are heard in the federal court of claims (not by a district judge-foreign born or American born, illiterate or not illiterate.
The gubment delayed paying due to fraud but they ultimately paid.
