    Actually, she was very WRONG.

    There was no “contract dispute”, the government merely decided not to pay for WORK ALREADY DONE.

    The government, as it should, PAID for the work already done.

    But there were 2 separate issues in the case — a pause in payments for work already done by the NGOs from Jan 20 to Feb. 13 when they brought suit, and the failure to pay anything for grants for work done after Feb. 13. The Govt eventually paid all the grants for the first time period, and the lawsuit has continued over the second time period — since Feb. 13.”

    I never disputed the right of the government to suspend/end work not completed or only contracted.

    But there is no “contract dispute” when you have a blanket order that you won’t pay for any work already completed.

    By paying all the grant for the first time period, the government complied with contract law, as it should.

  11. The gubment will incur a penalty for delaying work on a contract and not paying. However, this is not the case across the board. Gubment May delay/ not pay for shoddy work, fraud, etc.

    These cases are called contract disputes and are heard in the federal court of claims (not by a district judge-foreign born or American born, illiterate or not illiterate.

    The gubment delayed paying due to fraud but they ultimately paid.

    Judge o Canada was demanding that payment in 48 hours.
    Judge o Canada then extended his ruling to include future work.
