    I think there was a decision to only take out military people, not the political class or the clerics.

    Remember, the Ayatollah is a religious leader in addition to political leader, and it could have been a red line with the other Muslim countries who tacitly supported the US.

    Perhaps preserving the political class was designed to foment some kind of rebellion against the theocracy, most of the Iranian parliament is not composed of clerics.

    In any case, that was the strategy.
