The size and scope of the military and the defense industry is massive, and someone needs to fully understand how it operates, what its needs our (our military) and how to accomplish it. I would argue (as a soldier who served, and someone who has operated for a long time within the “field”) that a lower level soldier (i.e. LTC, Major, Captain and below) does not have the institutional knowledge to be effective in that role. And btw, no offense to any Lt. Col here, but that rank is for lifers who couldn’t become full birds, which is the single hardest rank in the Military (or at least Army) to attain.
